The PCS to Pensacola guide
Updated September 2026. Every number below carries its month and source.
Orders to Pensacola put you in one of three places: NAS Pensacola, NAS Whiting Field up in Milton, or Corry Station on the west side of town. They are far enough apart that the base you report to should decide where you live before anything else does. This guide goes in that order: base, commute, neighborhood, then house.
I’m a Military Relocation Professional and I’m relocating to Pensacola myself, so this is the research I did for my own move. Every number below says where it came from. Where I couldn’t verify something, I left it out rather than guess. If you’d rather have it as a file for the house-hunting trip, get the PDF.

The single biggest mistake I see families make here is picking the house first. NAS Pensacola and Whiting Field are on opposite sides of the metro. A house that is perfect for one is a long daily drive for the other. Decide the commute you can live with, then shop inside it.

BAH: the same number everywhere you’d buy
Every ZIP code people actually buy in here, from Perdido Key to Navarre, and including Milton and Pace by Whiting Field, sits in the same military housing area, Pensacola FL064. So your allowance does not change based on which town you pick. For 2026, an E-5 with dependents draws $1,863 a month; without dependents, $1,644. Look up your own grade at the DoD BAH calculator on defensetravel.dod.mil.
Two things follow from that. First, a cheaper town is pure savings, because the allowance stays put. Second, if you’re headed to Eglin or Hurlburt instead, that’s a different housing area, FL056, with a higher rate ($2,433 with dependents at E-5). BAH follows your duty station, not the house, so you can’t move into the higher number. But someone at Hurlburt can buy in Navarre, where prices run lower, and keep the difference.

Schools, by district
Both counties earned an A district grade in Florida’s 2025-26 school grades, released July 1, 2026. On the Santa Rosa side, Pace High, Gulf Breeze High and Navarre High are A schools this year, along with Gulf Breeze Middle, Sims Middle, Woodlawn Beach Middle, East Bay K-8 and Wallace Lake K-8. On the Escambia side, Tate High and Beulah Middle are A schools, and no Escambia school graded below a C. Milton High’s grade was not in the release I could read; check the Florida Department of Education report card before you decide. Grades are re-issued every summer, so check the year.
Cost of living and the civilian job market (for the spouse)
Santa Rosa County’s median household income was $91,922 in 2024, against $67,500 in Escambia County next door, and 80.6% of Santa Rosa households own their home. The median owner-occupied home in Santa Rosa was valued at $329,800 in 2024, up about 9% in a year. Average commute for Santa Rosa residents is about 30 minutes, which is the honest cost of living east of the river. Source: U.S. Census Bureau American Community Survey via Data USA, 2024.
The Pensacola metro’s unemployment rate was 4.9% in June 2026, up from a year earlier (Bureau of Labor Statistics). Health care is the largest employment sector in both counties, led by Baptist Health Care and Ascension Sacred Heart, with Navy Federal Credit Union’s Pensacola campus, the University of West Florida, and the Navy installations rounding out the big employers. In Santa Rosa specifically, health care, retail and construction are the three largest sectors, and that construction number is Pace and Milton growing.
Rent or buy on a three-year tour
Buying only works if the house can cover the cost of getting in and out. The two costs that are published, not estimated:
- VA funding fee. 2.15% of the loan on your first use, 3.3% on a second or later use with less than 5% down. If you’re PCSing, it’s usually your second use. It’s waived if you receive VA disability compensation, are eligible for it but take retirement pay, have received the Purple Heart, or are a surviving spouse receiving DIC. That’s about 4% round trip before a real estate agent or a title company has charged you anything. On a $350,000 house, roughly $14,000 has to come back out of appreciation inside 36 months before you break even. Sometimes it does. You should know that’s the bet.
Rent if you’re deciding in a three-day house-hunting window and don’t know the area, if your VA entitlement is still tied up at your last duty station, or if the insurance quote breaks the budget. Buy if you know the area, the payment works with a real insurance quote in hand, you’d keep it as a rental at your next PCS, or you might stay past the tour. Flood zones and insurance: the part nobody warned you about
If your last duty station was inland, you have never had to price wind and flood coverage. Here it can move a monthly payment more than the interest rate does, and it varies by exact address, not by town. Two houses on the same street can be thousands apart.
- Check the flood zone for every address before you offer, at FEMA’s Flood Map Service Center. It’s free and takes twenty seconds.
- Get a real quote on the real address before you go under contract. Never budget on an average; the averages online disagree with each other by about 70% for this one city.
- Zone X doesn’t mean no risk. It means lower required coverage. Ask anyway.
- Most of the area gets a discount on flood premiums through FEMA’s Community Rating System, and the discount applies to every policy in that community whether or not the address is in a flood zone. Your first two weeks, in order
- Pull your Certificate of Eligibility and check what entitlement is already charged. Escambia and Santa Rosa both use the 2026 baseline loan limit of $832,750, so a quarter of that, $208,187.50, minus what’s charged is what you have to work with.
- Get pre-approved with a lender who does VA loans every week, not one who is merely willing.
- Pick the base commute you can live with and shortlist neighborhoods inside it.
- Flood-screen the shortlist before house-hunting leave, so every tour starts with the insurance question already answered.
- If you buy, file for homestead exemption after you move in. There’s a proposed change on Florida’s November 2026 ballot that would tie the size of the exemption to when you became a resident; here’s what it would mean.
The costs nobody puts in the listing
- Hurricane deductible. Florida policies carry a separate hurricane deductible that is a percentage of your dwelling coverage, not a flat number. Insurers must offer $500, 2%, 5% or 10% (Florida Statute 627.701). On a $350,000 dwelling limit, 2% is $7,000 out of pocket before the policy pays, and it applies once per calendar year. Know your percentage before you sign.
- Flood insurance is a separate policy, and the Community Rating System discount above is real money on it. Still priced by the exact address.
- The Garcon Point Bridge toll. If you live in Milton or Pace and work toward Gulf Breeze or the beach, the bridge is the shortcut and it costs $2.30 with SunPass or $2.75 by plate each way (Florida’s Turnpike rates as of late 2025). Twice a day, every workday, adds up to about $1,100 a year. Highway 90 through Pensacola is the free route and the long one.
- Selling costs later. Florida charges documentary stamp tax of 0.70% of the sale price on the deed when you sell. A VA buyer paying the funding fee on the way in and doc stamps on the way out is about 4% round trip before commission.
- CDD assessments. Some newer master-planned neighborhoods in Florida carry a Community Development District line on the tax bill, on top of any HOA. I couldn’t find a published list for Pace or Milton subdivisions, so look at the actual tax bill for any house you consider: it shows up under non-ad valorem assessments.
Florida deadlines once you arrive
These are the ones with real dates attached. Every one is from the agency itself.
- Driver license: 30 days after establishing residency (Florida Highway Safety and Motor Vehicles). Vision test in person; the written and road tests are usually waived if you hold a valid out-of-state license.
- Vehicle title and registration: 10 days after establishing residency, and you need a policy from a Florida-licensed insurance agent first. Out-of-state coverage alone doesn’t count, and an out-of-state car needs a VIN verification (FLHSMV).
- Homestead exemption: apply by March 1 of the year you want it, and you must own the home and live in it as your permanent residence as of January 1 (Santa Rosa County Property Appraiser). They’ll want a Florida driver license and vehicle registration showing the property address. You can file online at srcpa.gov, or in person in Milton or Gulf Breeze. Miss March 1 and you wait a year.
- Voter registration counts as one of the things that establish residency in Florida’s eyes, so do it early.
Questions people ask before a PCS to Pensacola
Which base am I going to? NAS Pensacola (aviation training, NATTC), NAS Whiting Field in Milton (primary and helicopter flight training) or Corry Station (information warfare). They are on opposite sides of the metro, so answer this before you look at a single house.
Does BAH change if I live in Milton or Gulf Breeze? No. Every local ZIP is in the same military housing area, so the rate is set by your duty station and grade, not the town.
Should I buy or rent on a three-year tour? Rent if you don’t know the area or your entitlement is tied up elsewhere. Buy if you’d keep the house as a rental or might stay. The round-trip cost is about 4% before commission, so the house has to appreciate past that inside the tour.
How bad is flood insurance? It depends entirely on the address, not the town. Get a real quote on the real house before you offer. Most of the area gets a 15% to 25% discount on flood premiums through FEMA’s Community Rating System.
How far apart are the bases? Far enough that a house that’s right for NAS Pensacola is a long daily drive for Whiting Field. Drive it at your report time before you commit.
What I’d tell a friend
Rent for a year if you’re unsure. Buy if you’d be fine being wrong about the timing. Get the insurance quote before you fall in love with anything. And send me your report date. I’ll tell you what your window realistically allows, and I’ll say so if renting is the right call.
