Pensacola, FL or Gulf Shores, AL: What Actually Changes When You Cross the State Line?

Pensacola and Gulf Shores sit 29 miles apart on the same stretch of Gulf, and for a lot of families the choice comes down to what changes at the Florida–Alabama line. Florida has no state income tax; Alabama tops out at 5%. Inside Pensacola city limits, flood insurance is 15% cheaper; in Gulf Shores there’s no discount. Gulf Shores runs its own small school system and sits right on the beach. Pensacola has the bigger airport and more city around it.

What actually separates them

Income tax is the biggest dollar difference, and it depends on who’s earning. Alabama taxes income at 2% on the first $1,000, 4% on the next $5,000 and 5% above $6,000 for married couples filing jointly. A couple with $100,000 of Alabama taxable income would owe about $4,920 a year. Florida has no personal income tax at all.

Military families should run their own numbers, because the gap can shrink a lot. Alabama doesn’t tax military retirement pay or Social Security, so a retiree living on those two owes Alabama nothing on that income. On active duty, your military pay is taxed by your legal state of residence, not the state you’re stationed in, so moving across the line doesn’t change that part. A spouse’s civilian job, a second career, or rental income is where the state line starts to matter again.

Flood insurance depends on the town, not just the county. FEMA’s Community Rating System grades each community’s flood program and discounts federal flood insurance to match. The City of Pensacola is Class 7, which it says gives a 15% discount on new or renewing policies for every property in its jurisdiction. Gulf Shores is Class 10, which carries no discount. Orange Beach, right next door, is Class 6 and gets 20%. One more thing worth knowing on the Pensacola side: the city’s flood maps were updated on August 19, 2025, and some homes that weren’t in a high-risk zone before are now.

The homestead vote could make timing matter on the Florida side. Florida’s Amendment 3 goes to voters in November and needs 60% to pass. If it passes, people who are Florida residents by December 31, 2026 would see their homestead exemption on non-school property taxes rise to $150,000 in 2027 and $250,000 in 2028. Anyone who establishes residency after that would start at $50,000. If it fails, the current $50,000 stays.

Schools are organized differently. Gulf Shores left the Baldwin County system and started its own district in 2019, with an elementary, middle and high school. Pensacola schools are part of Escambia County Public Schools. Either way, look up the specific school’s state grade for the address you’re considering; a district name doesn’t tell you much about one building.

Day to day, they’re different kinds of places. Gulf Shores is a beach town of about 15,000 people. Pensacola is a city of about 54,000 with a downtown, a major airport and NAS Pensacola, and its beach is a short drive over the bridges.

If you’re buying

Start with whose income is taxed where. For a civilian household with two paychecks, Florida’s lack of an income tax is real money every year. For a military retiree, Alabama’s exemptions narrow that difference, so flood insurance, the specific school, and how far you want to be from the base and the airport may decide it instead. On either side, get a flood insurance quote on the exact address before you’re under contract.

If you’re selling

Know which of these your buyer is weighing. A Pensacola home inside city limits carries a flood-insurance discount that a Gulf Shores listing can’t match, and that’s worth pointing out. A Gulf Shores home sells the beach itself and a small, self-contained school district.
